Lithuania operates a universal healthcare system managed by the Ministry of Health, which governs the National Health Insurance Fund (NHIF). The NHIF provides health coverage to nearly 98% of the population. Funded by compulsory contributions from payrolls and direct state transfers, the system offers a range of healthcare services to all legal residents, including GP visits and specialist consultations. Primary care physicians often serve as gatekeepers, although patients can go directly to specialists in publicly-financed settings. Municipalities, numbering around 60, are responsible for organizing primary and social care, as well as public health activities at the local level. Lithuania has made significant progress in digitalizing claims data, health registries, and electronic health records, streamlining the system further.
